Dear Neighbors,
 
At the October 20th community meeting, an extensive discussion took place regarding the community's stand on negotiating or mitigating their concerns with the applicant and his representatives.  (This topic of discussion was a result of Mr. Blessing , the applicants Agent, making reference at the traffic scoping meeting that he would like to meet with the community to discuss ways to address our concerns.)  There were many great suggestions made, all of which have been incorporated in the notes.  Through the conversation of the community on the 20th, two things were determined. 
 
The first was that the community did not feel their concerns (water, wildlife, traffic, etc) could be negotiated because they all stemmed back to the zone change to Mining.   The operations allowable within a Mining Zone are felt to still result in the same categorized concerns (water, wildlife, etc).
 
The second was that meeting as a large group with the applicants representatives to discuss the concerns would not be productive.  Mr. Rajewski would need to attend the meeting, and a small group representing the community would be best.  No decisions would be made at the meeting.  All information would be presented to the community at the upcoming meetings.
 
A motion was made and passed by the attendees of the meeting for the Steering Committee to determine whether or how to meet with Mr. Blessing and Mr. Rajewski, if invited, subject to the advice from our legal counsel and communication experts. 
Joe and I met with our experts and legal counsel to discuss this situation.  They recommended that since the concern was ultimately represented by the zone change, we take a proactive approach and initiate an invitation to meet with Mr. Blessing, Mr. Rajewski and the co-applicant, Mr. Copenhaver to discuss other non-mining uses for the property.  The meeting would be very focused on the single topic to eliminate misleading our intent.  A letter was drafted with input from our counsel and experts, and approved by the Steering Committee. 
 
A copy of this letter is below.  We have received notification of the letter from Mr. Blessing and they do not wish to meet with us under these terms.
 
We are continuing to work through the process with our legal counsel and experts to prepare for the hearing.  We look to all of you for your input and support throughout this process as we all work together to stop the zone change.  Joe and I encourage you to take a moment and visit the web-site to view the letter.  We have worked with the Steering Committee and counsel to ensure the input from the community has been represented in the letter.

Mr. Blessing, 

During the traffic scoping meeting held on October 20th, you said that you would like to meet with the community to discuss our concerns.  This matter was taken seriously by the community and was discussed during our November 4th community meeting.  It was agreed that it would be beneficial for a small group to meet with you and both applicants, Mr. Rajewski and Mr. Copenhaver.   

The community believes their concerns can be summarized within the confines of “all uses within a mining zone”.  The hundreds of letters in the county file will explicitly detail the community’s concerns regarding water, traffic, wildlife, wetlands, noise, air pollutants, and light, all as a result of a mining operation. The community has agreed that none of these concerns can be negotiated or mitigated.   The community, however, is willing to discuss other non-mining uses for the property. 

We would like to extend an invitation for a meeting with you, Mr. Rajewski, Mr. Copenhaver and our small group of 6 people to discuss the legal options for other non-mining land use development for this property.  Based upon the anticipated topics of discussion, we believe a meeting will not be productive unless Mr. Rajewski is in attendance.   

If you and the other partners in the application would like to meet with us to discuss other development options for the property, please contact us so we can arrange a mutually convenient time and location for the meeting.
